you need to cut slot into the head of those two bolts to accept a flat blade screw driver. i used a dremmel and cut off wheel. but a piece of a hack saw blade by hand will work. the bolts are very soft and have little torque. remove steering wheel and combo switch, then slide the entire housing up and off.
you may have to drop the steering shaft dash mount for clearance. if you decide to pull the entire shaft, not required, match-mark the splines on the shaft as it goes into the coupling on the floor.
you can get the entire steering lock housing at a wrecking yard. $40 bucks +-. it will come with a tumbler and ignition switch as most wont sell those separately. you can take that to a local smithy and have it re-keyed or live with three keys. a smithy will need to see proof of ownership/VIN# b4 calling toy for your original lock #. or get the lock number off the driver door lock.
