Default p0171 on 2002 Toyota Celica?

I originally had multiple codes that lead me to change my intake manifold. This cleared all my codes except the p0171.

Since then, I've tried replacing the MAS, a/f sensor, 02 sensors, pvc valve, reset pcm and ecu, smoke test for air leaks(nothing found)

I took my car to a mechanic and thaey couldn't figure it out. And Toyota wanted to change my o2 sensors before they check anything. They said its policy even though they've JUST been replaced.

Any ideas or advice??
