Default 2003 Toyota Prius Engine Light?

I have a Toyota Prius and whenever I turn the ignition but not start the car all the way all the signal lights like the check engine light and seatbelt and the other ones come on and then Disappear but the check engine one stays on. But when I turn the car on the check engine light disappears. Is that okay? Do I need to get my engine checked? And the other day I was sitting in my car for a while with the a/c on and after a while I started to smell like a bad smell like the smell of the engine I guess. What is that? And is that bad or okay?

As you can tell I know nothing about cars lol but thanks for helping me out!

That light behavior is perfectly normal. The check engine light is the only warning indicator (except for the parking brake warning) that stays on until the system goes "ready." Don't know about the smell, though - my nose doesn't work anyway.
