Default toyota 'no negotiation' of new vehicles?

I recently saw a toyota advertisement of toyota offering a 'no negotiation' purchase procedure of all new vehicles. Is this something regional or everywhere? If so, how much off of the sticker price can I expect to pay for a 2014 tacoma that starts out at $20,800 and ends up at $28000 with a few options. If you recall, Saturn started the no negotiation policy years ago and we all know where that led to.

Probably some promotion of a dealership. Do not believe that is a nationwide promotion. Just be careful because at another dealership you may be able to negotiate a better deal.
