Default Do airbags really deploy in a Toyota?

At least in the Philippines, Toyotas that I see in the news after crashes do not deploy their airbags. Some of them dont really have them, but I am referring to those who actually do have airbags.

thats why toyota recall all their units like innova, hilux, and fortuner in our country early this year to replace the cable sensor in steering wheel that is deteriorating in long term using/turning of steering wheel.

Yes, they really do deploy. The sensors are calibrated so the airbags only deploy in accidents of substantial impact, otherwise the airbags deploying could do more injury to the passengers than the accident itself. In most, lower-speed, lower-energy accidents, the airbags are designed not to deploy in order to minimize harm.
